Stuart Culbertson is the Vice President, Management Consulting Practice of Sierra Systems Consultants Inc. based in Victoria, British Columbia. Stuart consults widely on public sector transformation, organization, strategy, and program development with executive-level clients in the federal, provincial and municipal governments, intergovernmental councils and task forces, international organizations, health authorities, and post-secondary institutions. Stuart specializes in helping build collaboration across public sector organizations to advance key strategic initiatives and transform program and service delivery.

Prior to embarking on his consulting career, Stuart spent 15 years with the government of British Columbia where he held several Deputy Minister and Assistant Deputy Minister positions - including over three years as Deputy Minister, Information, Science and Technology and Government Chief Information Officer. In this capacity, Stuart served on the Board of Science World British Columbia as provincial government representative (1999-2001).
